Drilling rig against a West Texas sunset

My office is in San Angelo but my crews work the southern Permian. What does that mean for my insurance?

Updated . Sources for every claim are listed at the end.

The short version

  • San Angelo is home to the RRC District 7C office, which covers 14 counties including Upton, Reagan, Irion, Crockett and Tom Green.
  • San Angelo is a services and office hub at the eastern side of the Permian. The heavy activity in 7C is out west and south, where the RRC lease roster is dominated by Spraberry (Trend Area) leases.
  • RRC and TxDOT districts do not line up: Upton County is RRC 7C but TxDOT Odessa, while Glasscock and Sterling are RRC 08 but TxDOT San Angelo.
  • With an office in town and crews in the field, the insurance details that matter are payroll class splits, vehicle garaging and radius, and certificates that match each location.

Why San Angelo shows up on oilfield paperwork

San Angelo is the county seat of Tom Green County. The Railroad Commission's District 7C office is at 622 South Oakes Street in San Angelo, and TxDOT's San Angelo District office is in town as well.

RRC District 7C covers 14 counties: Coke, Concho, Crockett, Irion, Kimble, McCulloch, Menard, Reagan, Runnels, Schleicher, Sutton, Terrell, Tom Green and Upton. All 14 are on the RRC's list of 61 Permian Basin counties.

To be straight about the geography: San Angelo is not a Wolfcamp town in the way Midland or Pecos are. It is a regional services and office center on the eastern side of the Permian. The Handbook of Texas notes the city's oil and gas role since the 1920s and local manufacturing that includes oilfield equipment. Many companies keep an office, shop or yard here and send crews west and south.

What District 7C actually produces

The RRC says the Midland Basin "includes significant development in the Spraberry and Wolfcamp, together known as the Wolfberry."

The RRC's District 7C lease roster (October 29, 2025) shows where the work is. The most common field on it, by a wide margin, is Spraberry (Trend Area), with most of those leases in Upton, Reagan and Irion counties. Behind it come gas fields named for Canyon sands, including Ozona (Canyon Sand), mostly in Crockett County, and Adams-Baggett Ranch (Canyon Sd.), plus Wolfcamp, Strawn, Devonian and San Andres fields across the district. Leases in the eastern 7C counties, including Tom Green, Runnels, Coke and Concho, carry Strawn, Canyon and Palo Pinto field names.

For a San Angelo contractor, that usually means two kinds of work: horizontal Spraberry and Wolfcamp support in the western counties, and service on mature, smaller wells closer to town. Your program needs to fit both. See roustabout company insurance and well servicing insurance.

An office in town, crews in the field

When the office is in San Angelo and the work is two counties away, the insurance problems are mostly about matching paperwork to reality.

  • Workers' comp class codes. Office staff, field crews and drivers are rated differently. Clerical payroll that is really field payroll, or the reverse, causes audit problems. See how workers' comp class codes work for oilfield.
  • Garaging and radius. Your auto policy rates trucks by where they are garaged and how far they run. Trucks that live at a field yard in Upton County but are listed at a San Angelo address are a problem at claim time.
  • Hired and non-owned auto. Office staff driving personal vehicles to a lease or an operator's office create exposure your scheduled-auto policy does not pick up. See hired and non-owned auto.
  • Locations on the policy. If you have a San Angelo office and a separate field yard, both should be on your GL and property schedules.
  • Certificates. Operators and ISNetworld or Avetta check that the named insured and address on the certificate match the vendor record. See why was my certificate rejected.

RRC and TxDOT districts do not line up

Two state agencies draw West Texas differently, and San Angelo contractors feel it.

Texas oversize and overweight permits are issued by TxDMV through TxPROS, which publishes permit restrictions by county and district. TxDOT maintains the roads in districts that do not match the RRC's.

Why it matters

If you move rigs or heavy equipment from San Angelo into Upton or Glasscock County, the RRC office and the road district may be different from the ones you deal with at home. Check permit restrictions for the route, and make sure the unit is on your auto schedule and your floater covers it in transit.

Seismic areas, H2S and the 7C picture

Seismic response areas. The RRC describes three: Northern Culberson-Reeves (Culberson and Reeves counties), Gardendale (Ector, Martin and Midland counties) and Stanton (north of Stanton, about 25 miles northeast of Midland). Those named counties are all District 08 counties. None of the three is described in a 7C county. If you haul water from 7C leases into District 08 disposal wells, though, those limits can reach your routes.

H2S. Statewide Rule 36 applies wherever gas contains hydrogen sulfide at 100 ppm or more, in any district. Operators must use trained service company personnel and get written certification from the service company. The RRC's H-9 query can be searched by district, including 7C, to see where operators have filed H2S certificates.

New Mexico. Unlike Pecos or Kermit, San Angelo is far from the state line. If you do send crews into New Mexico, the comp and indemnity rules on the Permian Basin guide apply.

What to send us from San Angelo

To review a San Angelo program, send:

  • The insurance exhibit and indemnity sections of each MSA.
  • Your current certificates, and any rejection notice.
  • A list of your locations (office, shop, field yards) and where each vehicle is garaged.
  • Your payroll split between office, field and driving staff.

We will check that your class codes, locations and limits match the work and the contract. Coverage is placed through a licensed Texas insurance agency. Contact an expert.

Common questions

Which counties does the RRC District 7C office in San Angelo cover?

Fourteen: Coke, Concho, Crockett, Irion, Kimble, McCulloch, Menard, Reagan, Runnels, Schleicher, Sutton, Terrell, Tom Green and Upton.

Is San Angelo in the Permian Basin?

The RRC lists Tom Green County among the 61 Texas Permian counties, but San Angelo sits on the eastern side of the basin. Most heavy activity in District 7C is in the western counties such as Upton, Reagan and Irion.

My trucks are listed at my San Angelo office but stay at a field yard. Is that a problem?

It can be. Auto policies rate vehicles by garaging location and radius. Tell your agent where each unit actually lives so the policy matches.

Are there seismic response areas in District 7C?

The RRC's three seismic response areas are all in District 08 counties. Disposal limits there can still affect 7C water haulers who deliver into those areas.
