The short version
- Atascosa County is one of the RRC's Eagle Ford counties and sits in RRC District 1, handled from the San Antonio office.
- The county has produced oil since 1917, so Pleasanton contractors work old conventional wells and new Eagle Ford wells, often under different MSAs with different limits.
- State highways and county roads carry heavy truck traffic. A 2013 Senate bill analysis put oil and gas impact on the state highway system near $2 billion and said it was "playing havoc" on county roads.
- Atascosa County has been in federal declarations for the 2015 storms and flooding and the July 2026 flooding.
Pleasanton, Atascosa County and the RRC
Pleasanton is the largest town in Atascosa County. The county seat is Jourdanton, which replaced Pleasanton as the seat in 1910.
For oil and gas, Atascosa is RRC District 1, served from the Railroad Commission office in San Antonio. It is on the RRC's list of 27 Eagle Ford counties.
For roads, Atascosa is in TxDOT's San Antonio district, along with Bexar, Frio, McMullen and Wilson.
That combination is convenient. Your regulator and your state highway district are both based about an hour up the road.

Old fields and new wells under the same roof
Atascosa County has a long oil history. Oil was discovered in 1917, Humble Pipe Line began operations in 1927, and the industry grew in the 1940s with the Imogene and West Imogene fields and fields at Charlotte and Jourdanton. The Eagle Ford came much later.
For a Pleasanton contractor, that often means two different kinds of work:
- Older, shallower wells: rod and tubing work, lease maintenance, tank batteries and flowlines.
- Eagle Ford horizontal wells: completion support, flowback, water and sand traffic, larger pads.
Each kind of operator tends to send its own MSA. A small operator on an old lease may ask for less insurance than a large Eagle Ford operator, or more, and may write the indemnity differently. Don't assume one certificate fits both.

Trucks, permits and county roads
Interstate 37 runs through Atascosa County south of San Antonio, and State Highways 16 and 97 cross it. Lease roads and county roads connect them to the pads.
In 2012, TxDOT formed the Task Force on Texas' Energy Sector Roadway Needs. A 2013 Senate bill analysis reported the task force's finding that oil and gas impact on the state highway system was "near $2 billion" and that it was "playing havoc on the state and county road systems."
What that means for your insurance:
- Road damage claims. If a loaded truck breaks up a county road or crushes a culvert, the county or landowner may come to you. That is usually an auto liability claim when it is caused by the vehicle.
- Permits match the policy. TxDMV oversize and overweight permits, including annual permits for fracking trailers and well servicing units, should line up with the units scheduled on your auto policy.
- Waste hauling. Hauling non-hazardous oil and gas waste for hire off a lease requires an RRC waste hauler permit. See what is an RRC waste hauler permit.
Flood and storm history
FEMA records show Atascosa County as a designated area in the May 2015 severe storms, tornadoes, straight-line winds and flooding disaster (DR-4223) and in the Texas Flooding emergency declaration that began July 12, 2026 (EM-3649).
Yards near creeks and low ground deserve a look before the next event:
- Confirm flood is covered on your equipment floater at your yard address.
- Carry comprehensive on trucks that sit in the yard.
- If equipment is on a lease when the water comes up, your floater still applies, and a knock-for-knock MSA likely leaves that loss with you.
See oilfield equipment insurance and knock-for-knock indemnity.
What to send us from Pleasanton
Send the insurance and indemnity sections of each MSA you work under, labeled by operator type (older conventional leases vs Eagle Ford). Add your current certificates, your auto schedule, and any ISNetworld or Avetta rejection notice.
We compare the limits each MSA asks for with what you carry, check whether the indemnity is mutual or unilateral under Chapter 127, and flag gaps in auto, pollution and equipment. Your attorney reviews the contract language. A licensed insurance specialist will walk you through what we find.
Common questions
Which RRC district is Pleasanton in?
Atascosa County is RRC District 1, served from the San Antonio office.
Is Atascosa County part of the Eagle Ford?
Yes. It is on the RRC's list of Eagle Ford counties, and it also has older fields going back to the 1917 discovery.
Who pays if my truck damages a county road?
If the damage comes from operating the vehicle, it is usually handled under auto liability. Damage you agreed by contract to repair may not all be insurable, so read the MSA.
Can one certificate work for every operator I serve?
Only if your limits and endorsements meet the highest requirement among your MSAs. Different operators often ask for different limits and wording.
