Pump jack under storm clouds

From Longview, my crews run east toward Louisiana. What should my insurance cover?

Updated . Sources for every claim are listed at the end.

The short version

  • Longview is the Gregg County seat. Gregg and Harrison counties are both RRC District 6, served from Henderson, and both are on the RRC's Haynesville/Bossier county list.
  • In the RRC's January 2025 District 6 listing, the Carthage (Haynesville Shale) field has more Harrison County gas well entries than any other field, followed by Cotton Valley fields.
  • Harrison County runs to the Louisiana line, so Longview contractors are often one job away from Louisiana comp and the 2026 rewrite of Louisiana's anti-indemnity act.
  • Gregg is in TxDOT's Tyler district and Harrison is in its Atlanta district, so the I-20 corridor crosses two state highway districts.

Longview in agency terms

Longview became the Gregg County seat when the county was created in 1873, and it is the county's largest town. The East Texas Field discoveries of 1931 drove Gregg County's population from about 16,000 to more than 100,000 "in a matter of weeks." Interstate 20, completed around 1970, runs through the area.

For oil and gas, both Gregg and Harrison counties are RRC District 6, handled from the Railroad Commission office at 100 Bane Blvd. in Henderson.

For roads, they split. Gregg is in TxDOT's Tyler district. Harrison is in TxDOT's Atlanta district, along with Panola.

Haynesville and Cotton Valley east of town

The RRC describes the Haynesville/Bossier as an East Texas (District 6) and western Louisiana play, with the productive interval more than 10,000 feet down. Its affected counties include Gregg and Harrison.

The RRC's January 2025 listing of District 6 leases and gas wells shows what Harrison County actually produces from. The Carthage (Haynesville Shale) field has the most gas well entries in the county, followed by Cotton Valley fields such as Oak Hill, Carthage North, Blocker, Waskom and Woodlawn, plus Travis Peak fields around Waskom and Whelan.

For a contractor, deep Haynesville gas wells mean MSAs that should put loss of hole, underground damage and well control on the operator. Read them, because service MSAs don't always follow that pattern. See do service contractors need control of well insurance and underground resources and equipment coverage.

The Louisiana line: one job away

Harrison County borders Louisiana, and the Haynesville runs across the line. If one of your crews takes a job on the Louisiana side, two things change at once.

Workers' comp. Texas lets private employers elect whether to carry it (Labor Code 406.002). Louisiana does not: R.S. 23:1168 says "An employer shall secure compensation to his employees." Louisiana needs to be on your WC policy before the crew goes.

Indemnity and additional insured. Louisiana's Oilfield Anti-Indemnity Act, R.S. 9:2780, voids indemnity for death or bodily injury caused by the indemnitee's fault, and voids waivers of subrogation and AI requirements that would get around that. Act 328 of 2026, reported effective August 1, 2026, lets an operator get AI coverage only by requesting a quote in writing, receiving it from your insurer, and paying the insurer directly.

A Texas certificate built for Chapter 127 may not be right for a Louisiana well. See the Haynesville guide and Shreveport.

I-20 traffic, permits and weather

Interstate 20 carries Longview trucks east toward Marshall and the state line. TxDMV oversize and overweight permits apply on Texas roads, and your auto schedule should match the units you permit.

FEMA records show Gregg County designated in the July 2024 Hurricane Beryl disaster (DR-4798), the February 2021 winter storm (DR-4586), the March 2016 storms and flooding (DR-4266), and the 2011 wildfires (DR-4029). That is wind, ice, flood and fire in about 15 years.

Check comprehensive on parked units, flood and fire on your equipment floater, and freeze damage on pumps and tanks. See oilfield equipment insurance.

What to send us from Longview

Send the insurance and indemnity sections of each MSA, and tell us which jobs are in Texas and which are in Louisiana. Add your WC information page, your certificates, and any ISNetworld or Avetta rejection notice.

We check the Texas MSAs against Chapter 127 and the Louisiana ones against R.S. 9:2780 as amended. Your attorney reviews the contracts. A licensed insurance specialist goes over the gaps with you.

Common questions

Gregg County and neighboring Harrison County are both RRC District 6, handled from the office in Henderson.

Is Gregg County part of the Haynesville?

Yes. The RRC lists Gregg and Harrison among the Haynesville/Bossier affected counties.

Do I need Louisiana workers' comp to take a job across the line?

Louisiana requires employers to secure compensation. Make sure Louisiana is on your WC policy before your crew works there.

Can a Louisiana operator require me to name it as additional insured?

Under R.S. 9:2780 as amended by Act 328 of 2026, AI coverage is enforceable only if the operator requests a quote in writing, receives it from your insurer and pays the insurer directly.
